If an HSP tenant finds that his/her landlord is not
receiving the correct rent payments, consider whether
any of the following reasons may account for the problem:
Has the tenant’s case been transferred to St.
Nicholas Job Center (located at 132 W. 125th Street
) or an ADVENT Job Center?
Local job centers do not have the capacity to add
or make changes to budgets with HSP. All HSP cases
must be transferred to St. Nicholas Job Center. The
one exception is for HSP tenants who have PA cases
in ADVENT Job Centers, they may continue to keep their
cases in these centers.
Was the tenant’s HSP rent added
correctly to his/her Public Assistance budget?
If the HSP tenant’s subsidy has not been correctly
added to the Public Assistance budget, the tenant will
need to visit or contact his/her job center to have
the HSP rent added to the budget manually. The job
center will need to see a copy of the HSP lease to
add the rent and schedule payments to the HSP landlord.
Has the HSP tenant’s Public Assistance case
been sanctioned or closed?
If an HSP tenant’s Public Assistance case is
sanctioned or closed, HSP payments to the landlord
may be stopped. If this happens in the first three
month’s, the HSP subsidy may never be added to
the Public Assistance case. If a case is closed or
sanctioned, the tenant or advocate should call for
a fair hearing and ask for “aid continuing” so
that HSP payments will resume until the fair hearing
occurs. However, in some cases, tenants may be responsible
for rent payments during the case sanction and/or closure.

request a fair hearing for the HSP tenant.
Is the HSP household still eligible
for cash benefits through Public Assistance?
If the tenant’s earned or unearned income has
increased, this may make the household ineligible for
Public Assistance cash benefits and therefore the entire
Housing Stability Plus subsidy. Even households that
are eligible for transitional benefits like Food Stamps
and Medicaid but who are not receiving shelter allowance
or cash benefits are no longer eligible to receive
Housing Stability Plus. |
